Passing time refers to the number of minutes that teachers will have in between their meetings.
For example:
Assume that the time interval for a teacher is 10 minutes.
If the conference starts at 4pm then the teachers schedule would look like this:
4:00pm-4:10pm
4:10pm-4:20pm
4:20pm-4:30pm
4:30pm-4:40pm
4:40pm-4:50pm
4:50pm-5:00pm
If we made the passing time 5 minutes then the teachers schedule would look like this:
4:00pm-4:10pm
4:15pm-4:25pm
4:30pm-4:40pm
4:45pm-4:55pm
As you can see, the passing time does not extend the length of the meetings, but it does add passing time in between every meeting on the teachers schedule.
